Definisi HAM menurut Pasal 1 Angka 1 UU No 39/1999 tentang HAM adalah seperangkat hak yang melekat pada hakikat keberadaan manusia sebagai makhluk Tuhan dan merupakan anugerah yang wajib dihormati, dijunjung tinggi, dilindungi negara, hukum, pemerintah, dan tiap orang, demi kehormatan, harkat, dan martabat manusia. Maka tidak semua hak dapat dikategorikan sebagai HAM karena pengaturannya dalam UUD, UU organik, dan perjanjian internasional. Konsekuensi kurangnya pemahaman akan hakikat dan pembatasan HAM merupakan salah satu penyebab tindakan anarkis. Kebebasan berpendapat melalui demonstrasi, pawai, rapat umum, mimbar bebas, dan media sering menjadi ajang caci maki, fitnah, dan tindak anarkis.
Dalam undang-undang no 39 Tahun 1999 tentang Hak Asasi Manusia tidak ada secara eksplisit ditegaskan mengenai tindakan anarkis. Namun dalam undang-undang tersebut dimuat Hak Asasi Manusia yang harus dijunjung tinggi oleh setiap warga dan Negara. Tindakan anarkis secara nyata telah memenuhi unsur yang dimaksud dalam pelanggaran HAM. Pelanggaran HAM yang dimaksud meliputi penganiayaan yang membuat trauma fisik maupun psikis, menghilangkan nyawa orang lain secara tidak manusiawi serta perusakan terhadap harta benda yang merupakan hak milik orang lain.
Dalam hukum pidana Indonesia tidak dikenal adanya tindak pidana anarkis. Kekerasan yang dilakukan secara bersama-sama diatur pada pasal 170. Pasal ini dapat menjerat pelaku tindak pidana dan menjadi payung hukum yang kuat bagi Polri untuk penanggulangan tindakan anarkis. Namun pasal yang diterapkan ini lebih bersifat individual sehingga efek jera hanya dialami oleh pelaku tetapi tidak oleh kelompok pelaku secara keseluruhan.
Anarki yang menurut Kamus Besar Bahasa Indonesia berarti kekacauan (disuatu negara), acapkali menjadi bentuk dasar pelegalan tindakan kekerasan oleh penegak hukum. Pengertian anarkis secara umum berarti tindakan yang identik dengan elemen kekerasan (anarki). Logika hukumnya adalah tanpa kekerasan, polisi tak boleh bersikap keras. UU Nomor 39 Tahun 1999 tentang Hak Asasi Manusia pun tidak secara eksplisit menegaskan soal anarkisme.
Kemarin tanggal 27 Maret 2012 telah digelar aksi demonstrasi penolakan harga BBM bersubsidi. Semua tahu bahwa menaikan BBM adalah hal yang dilematis bagi bangsa Indonesia. Namun sayang aksi demontrasi yang terjadi kemarin diwarnai oleh beberapa kejadian yang menodai perkembangan demokrasi di Indonesia. Beberapa bentrokan yang terjadi antara Mahasiswa dengan aparat seperti yang terjadi di jalan Merdeka Timur, Gambir Jakarta Pusat. Dalam kejadian polisi mengamankan 35 orang karena kedapatan menggunakan batu, kayu dan molotov untuk melawan petugas. Kejadian ini tentunya telah menodai demokrasi yang tengah tumbuh dan berkembang di Republik ini.
Menurut pendapat saya, pastinya semua pihak tidak menginginkan hal ini terjadi, oleh sebab itu kedewasaan dalam menjalankan demokrasi sangat diperlukan, disamping itu para mahasiswa juga harus mengedepankan intelektualitasnya dalam menyampaikan aspirasi. Otot tidak akan menyelesaikan masalah justru hanya akan menambah permasalahan baru. Otaklah yang dipergunakan untuk berfikir untuk mendapatkan solusi terbaik atas perbedaan pandangan dan pendapat yang ada. Jangan Nodai Demokrasi dengan aksi-aksi anarkis. Tentu masyarakat dan Polri berharap pengunjuk rasa tetap menjaga ketertiban dan keamanan misalnya dengan tidak membawa atribut aksi berupa binatang dan melibatkan anak di bawah umur, dapat juga berbentuk imbauan yang bersifat persuasif kepada pengunjuk rasa agar bertindak tertib. Bila imbauan diabaikan, pengunjuk rasa akan dihadapi oleh pengendali massa, artinya tindakan petugas masih bersifat preventif. Bagaimanapun situasinya di lapangan, aparat harus mengedepankan nurani, berpikir jernih, dan menganggap pengunjuk rasa itu adalah bagian dari keluarga, bukan musuh. Meskipun berpayung aturan hukum, petugas harus lebih mengedepankan tindakan persuasif dan menjaga jangan sampai jatuh korban.

Business English Assignment 4EA02 - Actions Speak Louder Than Words
SHOW ME, DON'T TELL ME
In other words, what a person actually does is more important than what they say they will do. it means that your actions communicate more clearly than your words can ever do. I strongly believe that actions speak louder than words. Because when a person do something, everybody who is around will judge the results of the action and will connect the action to the person who did it. Nowadays, communication, the ability to express views, plays an important role in life or career. But words without action mean little. In today’s world, it’s common place to find people making big promises but it is very rare to find people fulfilling all their promises.
One good example of it is the politician who is involved in a political scandal. Regardeless the politician can prove their innocence, the most of people will conect the politician's image to the scandal, and maybe don't support them in the next election process. Words are just words, so if anyone tells you so many fantastic things, do not believe them so easily. You need proof from their actions. In fact, a person who speaks much but does little is termed a ‘loudmouth’.
another example is you might be surprised when you treat someone well that they may end up being a life long friend. The way you treat people has a bigger affect on people than words because actions speak louder than words, treat others as you would like to be treated, and people will never forget how you made them feel.
Often, doing something is more powerful than saying it. Most people can only remember the things you do for them, not what you say. If you say that you will help out around, no one will notice anything until you actually do something. One thing I like to do is treating others the way you want to be treated is if you are nice to someone in the first place they will be nice back to you. so, if you put your mind to do something better even if it is just a little thing, you can accomplish anything.
